High inbound network instability
RTT was highly variable suggesting network instability.
Description
Network RTT instability causes the media playout to be erratic, robotic or to freeze video frames.
The higher the instability, the more likely the session is to experience bursty packet delivery, leading to reduced quality due to late or dropped packets--even if overall bandwidth appears sufficient.
What do we do here?
We compute the coefficient of variation from the RTT standard deviation and mean and mark an observation when it is more than 0.15 "Chaos Threshold".
Note
This observation is skipped when inbound jitter instability already matches for the same stream.
