Late WebRTC Internals capture

The WebRTC Internals page appears to have been opened after the call started, so some connection states and observations may be missing.
Description
The WebRTC Internals page (ie: chrome://webrtc-internals) must be loaded before the call starts in order to capture the full connection configuration, all ICE events, and the complete set of statistics. Opening the page later won’t affect the call itself, but it will result in fewer collected details, which may weaken the analysis and lead to missing important observations.
What do we do here?
We check whether any ICE related events were missed during the connection startup. In this case, we mark an observation.
